docs(perf): record the wave-2 rebase commit map (0651)

After change 0651 closed the second wave, the branch was rebased onto
origin/feat/office-format-completeness (six upstream iWork commits). The
records of this programme cite commit hashes as they were before the rebase,
so this file in the 0651 packet maps each of the 144 rebased commits to its
post-rebase hash, oldest first, with subjects unchanged. The 0651 record and
its README already describe the file.
