Before anything exists:
it is validated it is constrained it is checked against prior decisions
If it does not hold:
it does not happen.
State does not move unless reality proves it.
No partial truth.
No silent failure.
No accumulated drift.
AI can propose.
It cannot partially change reality.
That boundary changes everything.
