build(qulice): upgrade to 0.35.2 and fix all reported violations

Bump qulice-maven-plugin from 0.31.1 to 0.35.2 and resolve every
violation the new checks report: missing blank lines before javadoc
block tags, unclosed paragraph tags in javadoc, two implicit
constructors made explicit with javadoc, and one single-use constant
inlined at its call site.

Qulice checked 55 files against 1020 rules with zero violations.
