Problem description:
Add new reducer to fetch external resources, this is to give an alternative solution to the previous implementation of the Request entity which is no longer planned to be included as part of the data-point package.
This new reducer should be in-line with the idea of simplifying things and the ability to use backend and frontend, with backend having higher priority.
Suggested solution:
Create a reducer that wraps the node-fetch module.
The interface should expose url, options and a way to post-process the response.
