Verify whether bounds elements should include member node lat/lons in the box

Currently Onramp diffs only include nd elements in the computation of the bounds element.

Test and see if they should include member nodes as well. If so, fix.

The only guidance from the OSM augmented diff wiki page is unspecific:

This elements tells you the enclosing bounding box.
