Bump Microsoft.Data.SqlClient to 7.0.3 in all projects - #585

Updated Microsoft.Data.SqlClient and Microsoft.Data.SqlClient.Extensions.Azure from 7.0.2 to 7.0.3 in Directory.Packages.props. Refreshed packages.lock.json to reflect the new versions and all related transitive dependencies. All project references now require 7.0.3 or higher. No source code changes; dependency update only.
