Fix broken Roles and Responsibilities table in Acceptable Use Policy - #405

The table under "Roles and Responsibilities" rendered as a single run-on paragraph instead of a table. Four defects contributed: - The delimiter row was `| : ---| :--- |`; the space in `: ---` is not a valid alignment marker, so the block was never parsed as a table. - The header and four of six body rows were missing trailing pipes. - `| **ISO (Information Security Officer) |` left the bold marker unclosed, swallowing the remainder of the table. - Five rows placed their bullet lists on subsequent lines, which Markdown table cells cannot span. Rebuilt as a valid two-column table with single-line cells, using inline <ul>/<li> for the bullet lists (MD033 is already disabled in .markdownlint.yaml). Also dropped a stray `#` above the table that rendered as an empty <h1>. Wording is unchanged: the prose word stream and all typographic apostrophes are identical to the previous revision. Quick drive-by fix of a broken table as I'm reading through policies. I built the website locally and the table seems to work as intended now.
