chore(backend): dev 환경 분리 설정

목적

• dev EC2가 운영과 별도 DB·S3 접두사를 사용하도록 application-dev.yaml을 추가합니다.
• 환경별 구조화 로그·메트릭 태그를 dev로 구분합니다.

확인

• 변경 파일은 backend/src/main/resources/application-dev.yaml 하나입니다.
• DB 비밀번호와 JWT 시크릿은 저장하지 않고 EC2 환경변수에서 읽습니다.
• 로컬 백엔드 빌드 완료, dev EC2 수동 배포 및 HTTPS health 응답 확인.
• 운영 배포 소스 backend-release는 변경하지 않습니다.
